Role overview

Purpose of Role:

  • Provide guidance and services consistent with the British Council’s corporate policies and requirements.
  • Support Azerbaijan management and team on the requirements of local labour legislation on a range of HR issues.
  • Support teams with their people issues and priorities for them to have a smooth delivery.
  • Working effectively in a transformed environment and make a strong contribution to HR work as part of the change agenda
  • Working in close cooperation with the leadership team in Azerbaijan
  • Ensure that all HR policies and practices are followed in Azerbaijan and that terms and conditions of service are reviewed (including common labour agreements) and meet corporate standards and regional policies and local labour regulations.
  • Working closely with the regional HR team to land the transformation program smoothly.

Main Accountabilities:

Employment Law Compliance

  • HR administration/paperwork across the whole employee/contracted staff (temporary staff, hourly paid employees, service providers etc.) life cycle (recruitment/selection, job offers, pre-appointment screening, issuing contracts, onboarding, transfers, termination, etc.) according to local legislation requirements and corporate policies and best practices.
  • Post holder is responsible for collecting and storing the necessary documentation for personnel files; such   as passports, ID cards, references, mandatory declarations, criminal record checks and mandatory trainings etc.
  • Maintain both hard and digital copies of employees' records
  • Manage and keep all HR connected information and records on MyHR. Responsible for ensuring HRIS is always up to date.
  • Accountable for processing timesheets, absences, leave and overtime administration.
  • Preparing internal and external reports to government authorities within labour legislation, as well as those requested by regional colleagues.
  • Provide support for systems data audits and communicate required changes to HR, Finance and other departments as needed.
  • Maintain up-to-date knowledge of local employment law and compliance requirements.

Recruitment and Onboarding

  • Support recruitment activities by receiving approved job requisitions, posting positions, shortlisting candidates and scheduling//attending interviews, preparing Interview Guides.
  • Collaborate with hiring managers to recruit for open positions, forward applicants’ information to hiring  managers and facilitate hiring by preparing onboarding documents through MyHR.
  • Process all new employee paperwork through the MyHR, which includes offer letter, background check etc.
  • Ensure inductions and onboarding processes are in place.

Administrative support

  • Manage contracts with service providers (e.g. insurance, payroll provider, etc.)
  • Coordinate training sessions and seminars if/where needed
  • Provide support in organising different HR projects and other ad hoc tasks (translation of documents, organising of social events, medical and criminal checks, etc.) and any other tasks if needed.
  • Liaise with other departments or functions (in terms of payroll, payments etc.)

Additional accountabilities:

  • Supporting Country Director in HR related issues.
  • Staff costs planning, forecasting in SAP
  • DSCA (on a monthly basis)
  • Payroll check (on a monthly basis)
  • FI journals (on a monthly basis)
  • HR related state system maintenance
  • Acting as first contact person in any HR related questions.
  • Maintaning C4C for country HR related tickets.

Minimum/essential

  • Good knowledge of Azerbaijani labour code and experience of working in HR in Azerbaijan
  • Knowledge of Payroll process and experience of preparing payroll
  • Knowledge of HR data management system.
  • Proficiency in Microsoft Excel and office programmes

Desirable

  • SAP knowledge
  • SuccessFactors knowledge
